If you don't pay the Apprenticeship Levy, government funding or a levy transfer could help cover eligible apprenticeship training and assessment costs. This could help you develop an existing employee or recruit and develop someone new, depending on your workforce needs.
Fully funded apprenticeships for eligible 16–24-year-olds
For apprenticeships starting from 1 August 2026, the government funds 100% of eligible apprenticeship training and assessment costs, up to the relevant funding band maximum, for apprentices aged 16–24 at the start of their apprenticeship training who work for non-levy-paying employers.
For these eligible apprentices, you don't need a levy transfer or need to make the usual employer contribution towards eligible training and assessment costs.
What if your apprentice is aged 25 or over?
For apprentices aged 25 and over, non-levy-paying employers normally contribute 5% towards eligible apprenticeship training and assessment costs, with government funding the remaining eligible costs up to the funding band maximum.
A levy transfer may provide another funding route, depending on your circumstances.

Do you have Apprenticeship Levy funds available that your organisation isn't using?

What is Apprenticeship Levy Share?
Apprenticeship Levy Share brings together employers with available levy funds and organisations that can use apprenticeship funding to develop their workforce.
A levy-paying employer transfers funding through the Apprenticeship Service. The receiving employer can then use those funds towards eligible apprenticeship training and assessment costs, up to the maximum of the relevant funding band.

2. Explore the opportunity
We help the receiving employer identify a suitable apprenticeship and apprentice, and support both organisations in understanding the next steps.
3. Arrange the funding
Where a levy transfer is being used, the transfer is arranged through the Apprenticeship Service in line with the relevant funding requirements.
4. Start the apprenticeship
Once the funding and apprenticeship arrangements are in place, the apprentice can begin their programme.
5. Develop with Aspire Training Solutions
We support the employer and apprentice throughout the apprenticeship with training, progress reviews and ongoing support.
